First: Why would the USA make such concessions to Iran over the Hormuz? It’s an international waterway.
Conclusion: This is a problematic open door: Iran likely will threaten to attack any ships not paying the “voluntary” fees:
A couple of weeks ago, hikers were supposed to contact the IDF for protection before hiking. They failed to do that. During the hike, Arabs in Samaria pelted them with rocks. They kept hiking. The 2nd incident against the hikers turned deadly. When the IDF arrived to provide protection, 2 soldiers and 4 Arabs wound up dead:
