My best guess: Iran conducted a nuclear test which triggered a 4.0 earthquake, which in turn triggered a fire in Qoms and a factory explosion.
Why? Well, I would say without very much guesswork that an explosion in a motorcycle factory is not going to cause a 4.0 earthquake. However, the reverse could be true: Such an earthquake could certainly trigger a factory accident as well as a fire in Qoms.
We see that Iran continues to make improvements on its intercontinental “Qassem Basiar” missile, which has a range of 1,200 km (745 miles).
We also know that Iran continues to enrich uranium to 60% when the maximum needed for civilian power usage is 4%. Historically, Pakistan and North Korea also lied about their civilian nuclear programs to cover up their military nuclear facilities, which eventually successfully created nuclear weapons for them.
