Note that the car has Israeli plates (black letters over yellow), rather than from the PA - Palestinian Authority (black letters over white). So the driver, probably an Israeli citizen (likely an Israeli Arab, not very likely to be an Israeli Jew) has been arrested acc to Law.

Israelis arrested Arabs attempting to infiltrate during the holidays.
