Hebron, an ancient Biblical city (Abraham purchased land there to bury his wife) is around 75% Non-Israeli Arabs and 25% Jews; It holds more Non-Israeli Arabs than any other city in Judea and Samaria. Now the chief Arab clan leaders have expressed their desire to separate from the PA (PLO Palestinian Authority) and join with Israel in a special agreement:
